The Council of Europe (CoE) has published the Report on Data Protection 2020 which analyses the impact of COVID-19 measures, in particular contact tracing apps, on the rights to privacy and data protection in countries which are parties to Convention 108. It includes an in-depth and technical review on the use of digital contact tracing applications and monitoring tools.
